Jim Payfer is the Wastewater Division, Collections System Manager for the City of Meridian. Jim has worked in various water & wastewater capacities six years shy of half of a century! Wastewater collection system(s), storm water management, wastewater plant maintenance and drinking water operation & maintenance. My focus is to mentor, coach and set-up succession planning to help guide the wastewater collection team into the future and beyond. Outside of work, Jim’s hobbies are endless home DIY projects, family time and traveling America & Abroad for fun.

My name is Luke Shaffer, and I am the operations shift supervisor for the City of Boise. I have had the pleasure of working with this team for the past 10 years. Outside of work, I enjoy spending time with my wife and three boys, as well as seizing every opportunity to go fishing and explore Idaho’s amazing mountain lakes.

Gilbert Flores has been in the wastewater field for 19 years; 8 years in Caldwell with Veolia water, 8 years with the city of Nampa and for the last 4 years has been with the Eagle Sewer District. Gilbert has been with SWIOS since 2008 and served as president in 2011. He recently accepted the position as SWIOS Treasure. Outside work, Gilbert enjoys smoking fine cigars and grilling meat. When not fishing in Idaho with his grandkids, he enjoys fishing with his wife in Alaska. During football season, he is a glutton for punishment and still a die-hard Raiders fan.
